Course Introduction
The Competency-based Framework (CBF) is key to the growth of any organisation. Its application is vital in various areas, such as human resources (HR) capacity building. HR refers to the people who make up the workforce of an organisation. CBF is an integration of effective HR planning and capacity building. It enables an organisation to assess its workforce capacity based on competencies. Through CBF, an organisation can better plan for the workforce competencies and capabilities needed to achieve its vision, mission, and goals.
The Framework provides a structured way of developing an organisation's workforce by incorporating the required values, capabilities, and competencies by identifying the right skills. These are skills needed for the continuous development of civil servants to deliver responsibilities effectively and efficiently. CBF also ensures that all workers have a common understanding of the values and expected performance behaviours. The main objective of this training course is to design and develop the Competency Framework for all roles of the organisation.
Objectives
It is aimed to identify, define and assess competencies across all areas of the organisation. Also, to review the current job evaluation process with tools and get a competency interface for all jobs and be evaluated for all employees. Therefore, it will provide a logical and transparent framework for recruitment, succession planning, personal and professional development and career and performance management.
